BORN TO RAISE HELL is a Steven Seagal movie where he is not playing an expert on Asia or Martial Arts, imagine that. In this one he plays an expert on Eastern Bloc drug trafficking and for his type of movies this one is just below mediocre. Not much goes on, even less then normal character development and very little action.
